Bug#251531: Sets LC_ALL but depends on LC_COLLATE behaviour

termwrap sets LC_ALL if it finds a previous language set. However, it
checks for tty[p-z]. This will match ttyS unless LC_COLLATE is set to C.
If LC_ALL is set and exported, LC_COLLATE should be set back to C and
exported as well. This allows the correct character set to be determined
on serial console installs, as otherwise they are misidentified as
pseudo-terminals.
