About aptitude, mailing Daniel Burrows should be enough.
For dpkg, good luck if you ever mention the word "NMU for l10n"...:-)
Anyway, both will miss rc1 even with a NMU. We'd better focus on
getting all non d-i maintained packages translated AND uploaded for
post-rc1.
