Bug#250376: prebaseconfig should set APP_CHARSET_MAP

The delay is pretty short for applying this and releasing the
package. Moreover, I'm not competent enough for judging it so I leave
others the decision about applying your patch (one of both) and
uploading languagechooser.

We're missing Denis Barbier for such stuff....
