That would be base-config, debconf, probably lots of other things.
base-config has very good reasons for copying its data to /tmp before
running it.

I think this could be fixed in partman.

How is that possible, the kernel needs to be able to access the disk
then, but the debian kernels have all disk stuff as modules.
