This comes from discussions about finding a proper way to choose
Traditional then any other country than TW and still stay with
Traditional Chinese translations after the country choice.

On this topic, we are bordered by the bad use of locales for making
distinction between Traditional and Simplified....see the discussion
started in -i18n
