This is a known issue.

I agree.  I think base-config should automatically install ntpdate (at
least if there is a network connection).  New version of ntpdate are
configured to use pool.ntp.org as NTP server, so it doesn't even
prompt you for a server.

In fact, because of broken clocks on my machines, I'm wondering if we
should have a ntpdate udeb and run that before installing the base
system.  Comments?
