Bug#246398: locales: LC_CTYPE defaults to non-installed en_US.UTF8

This is probably something related to either languagechooser,
countrychooser...or base-config.
Blars, do you choose "English (other countries)" on the first screen,
then "United States" on the second screen.....or "Choose this to
proceed in English (United States)" on the first screen?
