As long as the error message is reasonable friendly, like: 

"An error occured while trying to access the security archive. It could
be that you have to specify an HTTP proxy. Do you want to 
 
		=> Configure and use an HTTP proxy
		-> Try again
		-> Do not use security updates (not recommended)"

I believe it is unnecessary to ask another question before using the
security server. Or wait... would the connection hang until time out? In
that case, the user might get confused why base-config hangs. Not sure
about this.
