base-config only asks about security sources at medium priority; and the
debconf priority defaults to high unless you do an expert mode install.
After consideration, I am closing this bug report, because I do not feel
that high priority is appropriate for the question. The question has a
reasonable default, and base-config will recover fairly well if the
security server is inaccessible. I'm willing to work on making it behave
better in that case, if you have any suggestions, but always asking the
question is not the right answer.
