They are of Priority: standard and thus get installed by tasksel in
addition to the selected tasks by default.

I wonder whether there should be an explicit 'standard' task, but I
guess we can live with the Status Quo for Sarge.

Yes, the debconf priority gets lowered to 'medium' when an error occurs.
At least that's the case for d-i, but I think base-config handles it
like this as well.

Of course, the apt-get output should be fully debconfiscated =)

Well, I guess we just need something to improve on after Sarge and
beautifying this seems like a major chunk of work.
