[l10n] Debian Installer translation status - beta4

For the soon-to-come beta4 version of the installer, the situation for
l10n is shown below. This will not change now as all udebs have been uploaded.

These statistics are for what we call "1st stage", which means "all
what happens before rebooting". 2nd stage (all user interaction
screens during a base system installation) statistics are far worse
because the shadow package has tons of pending translations in the BTS.

As a reminder:

Version Complete Nearly Partial In_Progress Target

beta4 28 6 3 1 38
beta3 25 3 4 2 33
beta2 9 10 3 9 31

The current target for Debian Installer is 39 languages (including
English!). Early contacts have been made for Hindi translations.

(two languages, Hebrew and Arabic, will however be unusable as
long as BIDI support is not implemented. Work happened between beta3
and beta4, however as a patched slang package has been roughly tested)
