As I see there is no commas in templates, they are all replaced by '-'.
But there are some mistakes:
I do not see file /var/cache/lib/templates.dat but file
/var/lib/cdebconf/templates.dat
Country names delimited by ', ' not just by commas
There are escaped spaces in templates ('\ '), is this ok?
This patch will not work with zh_CN & zh_TW, it should check first
language in $LANGUAGELIST too
