For Turkish, we want the trqu UTF8 keymap for the first stage of the
install, with a non-UTF-8 keymap trq on the second stage.

This change in functionality was implemented with the last
two uploads of console-data (to provide the keymaps) and
kbd-chooser (to change keymap on 2nd stage).
