A quick follow up on this : 

  1) this seems fixed on my pegasos now, the at keyboard is indeed
  loaded correctly and works.

  2) on powerpc/pmac/newworld, d-i chooses the macintosh keymaps per
  default, and fails to install them to boot. No idea what those keymaps
  are, and i doubt even on old world they are not used anymore with the
  official debian kernel, not sure though, since we don't set
  ADBKEYMAPS. Furthermore the usb keymaps, which are the right one to
  use on newworld are broken, and don't have functioning function keys.
  I have filled a separate bug report about this.

So, action to take : 

  A) investigate if the macintosh keymaps really used on oldworld pmacs,
  and if not, get ride of them. If they are fix their brokeness.

  B) mac sure on new world, the usb keymaps are chosen.

  C) fix the usb french mac keymap so function key work.
