hw-detect depends on discover-udeb, so I think that discover1-udeb
should provide it. Currently the d-i initrd build process downloads
discover-udeb, but does not put it in the initrd, and in the initrd,
hw-detects dependency is unsatisfied.

It might be better if discover 1 and 2 udebs both provided a third name,
like discover, then hw-detect could depend on that.

The package control  file now reads

  Package: discover1-udeb
  Section: debian-installer
  Priority: extra
  Architecture: any
  Provides: discover
  Depends: ${shlibs:Depends}, discover1-data-udeb
  Description: hardware identification library (udeb)

Checking the changelog, I see that the fix was included in version
1.5-7.  This problem is fixed.  Closing the bug.
