FWIW, I used a combination of

    apt-get --assume-yes \
        -o Dir::Etc::sourcelist=~/d-i/debian-installer/build/sources.list.udeb \
        -o Dir::State=~/d-i/debian-installer/build/apt.udeb/state \
        -o Debug::NoLocking=true \
        -o Dir::Cache=~/d-i/debian-installer/build/apt.udeb/cache

and

    installer/build/get-packages

to setup my archive.

	./get-packages  udeb countrychooser iso-3166-udeb load-cdrom cdrom-retriever hw-detect-full cdrom-detect

works for me.
