I have also tested debian-installer with ua-utf.kmap instead of ua.kmap.It works, but displays extra spaces. The same happens with whiptail, so I filled bug against newt package (#238873).
So may be debian-installer must use UTF-8 keymaps (such as ua-utf.kmap) instead of default ones (such as ua.kmap)?
