[l10n] in 2nd stage, d-i can't display chinese and korean characters

Hello,

I tested beta3 just now. It's perfect in the beginning, really
impressive. But, after reboot, all simplified chinese characters become
some mess codes. I didn't try traditional chinese, but should be the
same result. Korean also have this problem. Japanese is OK.
