Bug#236995: re-running creates fstab w/o proc

Package: partman
Severity: important
Tags: d-i

If I run partman, then run it again, the second time it creates a fstab
that does not mount /proc. I don't understand the code in
create_fstab_header at all (where do the printfs go?!), so I'm stuck.
