Debian-installer - tar: unrecognized file type

I've got no answer for this problem and all the other postings in this 
list with the
same error ended without a solution. 
In /target/var/cache/apt/archives I found packages with character sequence
"1%3a" in its name. 
Maybe this is the reason for the "tar: unrecognized file type" errror?
How can I find out which package causes this error?
