I'm really sorry. Didn't come up to me to search for that name in wnpp.
No, I'm not going to steal this package from you if you want to work on
it. It's just that I got a package request from someone who would like
to see bmp-extra-plugins in Debian and since I also maintain the main
beep-media-player package I submitted an ITP. So just go ahead and
package it :-). I'm not a Debian developer myself either, so I'm afraid
I can't help you getting sponsored.

About the licensing issues. I think all code is GPL because all plugins
are ported from XMMS, which is also released under the GPL.

I've also created a bmp-extra-plugins package. You can fetch it at:

    deb ftp://luon.net/debian unstable main
    deb-src ftp://luon.net/debian unstable main

BTW, have you spoken to Artur already? I've asked him about packaging
bmp-extra-plugins too and he said to me that he would like it uploaded
after Beep Media Player 0.9.7 and BMP Extra Plugins 0.3.0 are released.
