OK, it used to call dpkg-reconfigure, which set the environment variable. I
don't know who broke it and why, but it should be fixed. :-)

OK, that's a viable workaround for the time being, but it's not a solution in
the long run. (One could for instance be interested in a semi-automated
installation where some things are debconf preseeded and some things aren't.)
