My initial idea was to give a template package showing what is
necessary in order to support a file system.  There some differences
between the file systems and it seams to me that the maintenance of
few packages for the file systems will be easier than the maintenance
of one super-package.  But maybe I am wrong.

No.  I mentioned only ReiserFS because it must be very easy to add
support for jfs and xfs following the existing implementation for
ext3.

In the version I commited even ext2 is created through mkfs.ext2
because recently I discovered that parted can not create file systems
in some circumstances (probably unaligned partitions).  Moreover with
mkfs.ext2 the user can specify the preferred block-size whereas with
parted that is not possible.  Unfortunately this means that we can not
show progress bar to the user.  I have to investigate when parted
fails to create file systems.
