Please do leave all the floppy images on the CD, including the boot floppy, unless you really run out of space. It can't do any harm, and it really helps those of us who need to boot from CD on some machines and from floppy on others.

Indeed it is. If you allowed it to be enabled right at the start (in expert mode of course), and made sure the installer didn't fall over later if it was enabled early, you'd enable people to install it on 24Mb or even 16Mb machines. I'm sure there's loads of old machines out there waiting for sarge!
