I think Joey is right that using volume labels is the only really robust
way to fix the problem, given that you might be installing from a USB
keychain or CD-ROM or whatever.  But you might be able to make it a bit
better in most cases by passing a parameter like
"scsihosts=usb-storage:99" to the scsi core module.  That way, the USB
device should be allocated the highest host number, and at least the
devfs-style names ought to work out in the same order that the installed
system will see.
