First of all, if you look for fuzzy strings in your merged de.po file,
you will notice lines in the form
  "#-#-#-#-#  de.po (debian-installer)  #-#-#-#-#\n"
Here debian-installer comes from the Project-Id-Version of individual
de.po files.  Normally translators should have put here the package
name; you would then know which package have conflicting translations,
and decide what to do with them.  We at the French team decided that
there is no reason to have different translations, and eliminated all
these different translations from fr.po files.
