I ended up with hw-detect and hw-detect full.  The new depend/use
graph look like this:

        CDROM-install   common   NETWORK-install
 
                     discover-udeb
                          |
                       hw-detect
                       /       \
         cdrom-detect              ethdetect
                       \       /
                         anna
                           |
                     hw-detect-full

I am waiting for feedback on how to handle discover2.
