I plan to rewrite this together with cdrom-detect and disk-detect.  I
believe the result will be smaller.

The shell can be built as part of busybox.  Would we save space on this?

We do not detect ISA cards.  I think this could be dropped.

This should be split in rootskel and rootskel-i18n-udeb, to make it possible
to choose if you want the UTF-8 locale or not.
