This looks pretty serious to me.

I've got to the wrong mirror (my type) and I'm trying to enter values
that won't work to see what happens.

When entering proxy information, use the standard form of
"http://[[user][:pass]@]host[:port]/";
> http://cc.computerdatasafe.com.au/debian-sarge/^H^H^H^[[3~^[[3~^[[3~^H^H^H

I'm using minicom at the end of a null modem cable.

The backspace, del, arrow keys all add to that junk. ^C does nothing.

Okay, I've gone through that and I am back at the menu where I can try
again.

Oh dear, that's broken too:
 52. enter information manually
Prompt: 1 - 52, default=Mexico> 52

Changes:
 cdebconf (0.35) unstable; urgency=low
 .
   * Martin Sjögren
     - frontend/newt: Don't clear the screen unless questions will be
       asked. (Closes: #184582)
     - Change priority of frontend udebs (slang,newt,gtk) to optional.
     - When frontend is cleared, set prev and next of all questions to NULL.
       (Closes: #182357,#186413)
   * Sebastian Ley
     - The CAPB command now sets exactly the capabilities that were given as
       arguments. This makes it possible to turn of backup.
   * Denis Barbier
     - src/debconfclient.c: remove dependencies against common.h and
       strutl.h so that debconfclient.[ch] can be moved to a separate
       libdebconfclient package.
   * Petter Reinholdtsen
     - Reduce the priority from critical to medium when setting the
       current debconf priority.
