Bug#184816: cdebconf-newt-udeb: Newt frontend should indicate the question priority

This will probably be a bit tricky, since the priority argument to
db_input isn't saved anywhere in cdebconf. I guess we have two options:
 * Add a priority variable in the question struct
 * Add a priority argument to the 'add' frontend method.
The first one will *probably* not demand a soname increase, though the
second definitely will.

I really don't want to dig too deeply into cdebconf. As discussed in
#185014, I think we should change libdebconf into libdebconfclient to
radically decrease the public API.
