Now I understand a little more. I'll submit a bug for the rootskel package
regarding proxy support in apt-install.

I should have had my debconf priority set to medium (the default). It's
possible that this was user error and I just screwed up when the question
came around (and then forgot about it), but I guess I won't know for sure
unless I re-install (which I'd rather not do, but am willing to).
