Bug#178824: modconf: modconf v0.2.44 prompts are misleading

>From modconf, click on any module directory, and up pops a 
new screen having various options, and always with this prompt:

     The modules that are currently installed on your system have
     a "+" character to the right of their name. Modules that aren't
     installed have a "-" to the right of their name. You can read a
     page about the purpose of any module and then you can enable
     or disable it. To do so, use the up and down arrow keys to move
     the cursor to the line for the module, and then press ENTER.

Unfortunately, the sentence "You can read a page about the purpose 
of any module..." is only a dream right now.  Too many modules 
have no descriptions, nor pages describing their purpose.  
The text should be corrected to warn the user of the iffiness 
that is modconf's help.  For example: "Some modules
offer a help page, others don't..."

Also, the text quoted above is vague and verbose.  ("To do so" applies to
which verb?)  Here's a re-draft:

    Select a module using the up & down arrow keys.  
    Press ENTER to install, reconfigure, or remove.
    Some lucky modules have help pages.
    After each module name is a "+" or "-".
    "+"  means it's installed, "-" means it isn't.
