Bug#120481: marked as done (base-config: 'edit sources.list byhand' option starts from a blank file)

base-config's 'edit sources.list byhand' option drops you into an
editor with a blank file; this seems less useful than potato's
behaviour which gave you an example apt.conf file as a starting point?

In my d-i testing, base-config manual sources.list entry correctly has
the debootstrap items commented out, but available.
