Bug#218701: baseconfig-udeb: Debconf templates polishing

This is part of the general debconf templates review for d-i modules.
The suggested change turns the question in the extended description into an
affirmative form. This allows asking *two* questions (though they have the
same meaning) and gives the extended description its real role : complete
the short description.
