Bug#218207: floppy-retriever: Debconf templates polishing

This "polishing" is far from being crucial. It is mostly due to respect the
principles I very recently published as "Writing Debconf Templates Style
Guide" (still opened for discussion).

Comments about the proposed patch :

The short desc of notes is more a title than a full phrase.

I thus propose this minor change so that this "title" is not too long.

Anyway, the ending dot is probably to be removed, whatever this proposed
change is adopted.

As I change the short description, I then move the former phrase to the long
description, as a separate paragraph, for improving reading.
