Bug#216046: partconf: Partition changes above partition 9 applied incorrectly

When I selected partition 10 (or 11) in the table to create a
filesystem or swap on, after the selection was complete the table
showed that the selection was made on partition 1 instead.

On powerpc, if a filesystem were actually created on partition 1,
which is the partition map, this would render the disk unusable and
would be a major user catastrophe. I'm not sure if it's just a display
problem, or if the actual operation would be applied to the wrong
partition (I didn't try it).
