broken Build-depends on libdebconfclient-dev (>= 0.47)

Added versioned depends on libdebconfclient-dev to ensure we get
working debonf_* macros.

screwed up a few packages. versioned depends doesn't work for
Provides. Should be libdebconfclient0-dev (>= 0.47).
