Searching for the reason why grub-installer fails to install grub, I had
a look at partconf-mkfstab.
When I just run through the normal install process and select to use
this program to create the fstab (instead of autopartkit) it seems that
nothing happens at all. A look at /target/etc/fstab reveals an fstab
with only the placeholder string for unconfigured systems in it. This
might be a bug in main-menu though, subject to further investigation.
A manual invocation of /var/lib/dpkg/info/partconf-mkfstab.postinst
actually creates an fstab, but with a bogus proc entry int it, reading:
/dev/hda /proc proc defaults 0 2
