Ok, to clarify: I _think_ that libtext-iconv-perl needs to be added to
debian-cd/tasks/base-sarge (it might be some other file).
debootstrap depends on it, and tries to pull it in automagically from
the CD (if you try to install from the CD). It isn't on the CD, so the
base-install step fails.
