Bug#194130: netcfg: French debconf templates update

Quoting Martin Sjögren (md9ms@mdstud.chalmers.se):

> Out of curiosity, why do you guys put spaces before punctuation?

The real why, I don't know. This is french typography, as ruled out by
"Règles Typographiques de l'Imprimerie Nationale" (typographical rules
from the national printing press). These are used all over french
speaking countries.

There are (unbrakable) spaces before : question mark, exclamation
mark, column, semi column. There are no spaces before : dot, comma

What I don't know is : why is it like this for french. Absolutely no
idea.. :-)
