Bug#193280: Backing out to the menu shouldn't have exit code 0

When I'm asked about keyboard type and choose to back out to the menu,
kbd-chooser exits with exit code 0. This is bad for (at least) three
reasons:
a) exit code 0 means udpkg and main-menu think that the package was
configured properly, this is not the case, I didn't ever answer the
keyboard layout question.
b) kbd-chooser will not the default value on the menu afterwards
c) it's inconsistant with what other menu items do.

The fix is simple, just use another exit code, I use 30 since that's
also the debconf return code for backup, and in the future, main-menu or
udpkg may detect this and do something special.
