Dave,
It appears to me that this could simply be a consequence of problems
specific to your system. Can you reproduce this bug after you delete the
files causing the problem? Right now, I have no reason to believe that
the files in question ever were part of the pcmcia-cs package; rather,
they were created by something else, from the actual gzipped files in the
pcmcia-cs package.
What makes me particularly suspicious are dpkg's "serious warnings" that
show up in the transcript you submitted. They indicate that your Debian
system already is in an inconsistent state.
