It looks like the web version of the manual was updated on December
18, 2002.  With the help of cvs-exp.pl I looked through the changes
since that date [1].  There have been a number of documentation and
translation updates.  One change that sticks out is the new 'nousb'
boot option.  Since that is documented, and not in 3.0.23, updating
the web docs to it without releasing 3.0.24 might not be a good idea.
3.0.24 is full of good fixes, we just need to get the ball rolling and
release it, test it.
