Bug#181271: rootskel: Alt-Ctrl-Del should reboot the machine

In d-i, when the main menu is presented, nothing happen when I press
'Alt-Ctrl-Del'.  I believe pressing these keys should call
/sbin/shutdown to reboot the machine.  Is 'init' broken?  /etc/inittab
contains this line, but it seem to be ignored:

  ::ctrlaltdel:/sbin/shutdown > /dev/null 2>&1
