You have to checkout debian-installer from CVS, get to build/ and 
read README. 
Basically, you should try build it first, and fix everything that
doesn't build right. Next, you should provide an udeb with m68k
Linux loader (I don't have any idea on what's used there), fix 
the Makefile to add an m68k flavour and pray for the whole stuff
to work :)
