I have set the follow-up to debian-user, a more appropriate list for
these questions, but here are some answers:

To get a pre-built kernel use dselect and select the kernel-image
package that you want, or use apt-get.  Or you can install
kernel-package and kernel-source-<version> to build your own
kernel.

yes, both apt and dselect support upgrading via the internet. Put
something like:

deb http://http.us.debian.org/debian/ stable main

in /etc/apt/sources.list

(see man sources.list for more info, and man apt-get as well)
