Well the module is probably built and is just not included in the
nic-modules-<version>-udeb package. What is the module?

The .config file is in the kernel-image-2.4.18-i386 source package. If
you generated a module from that (that was actually compatable with the
packaged kernel, always tricky) or took the module from the
kernel-image-2.4.18 package and generated a udeb, you would need to put
the udeb into localudebs and add its name to the pkg-lists/net/i386
file.

It would probably be easier to just file a bug on
kernel-image-2.4.18-i386 and ask for the module to be included in the
udeb though. You could also grab the source to kernel-image-2.4.18-i386,
modify the packaging and build your own new kernel image and nic-modules
package, and shove them all into localudebs.
