Bug#147833: install-doc: Fix for index.??.html doesn't quite work

I compiled boot-floppies from CVS yesterday, and then I was looking into
#151176. I noticed:
1) there is already code there to generate symlinks
2) Matt contributed a fix for the index.??.html files in May
3) The index.??.html files are generated, but not moved into the ?? folder
4) Instead, a copy of index.en.html is placed in each ?? folder
5) I think this might have something to do with the wildcard function
(referring to joy's comment around line 290 in documentation/Makefile)
6) I am totally out of my league here!
