Bug#159887: woody 3.0r0 installation error

When i try to install woody 3.0r0 stable from cdimage, made with jigdo, i get error: can not download adduser
while installing base system, after configure and set the 1st stage
I've checked image installing on another boxes and the error doesnt appear, also i've discard media and cdrom drive.
the machine when the error appears is a:
intel 486 66mhz
i've booted with default kernel (2.2)
