2.4.18 is not in the archive yet(although uploaded). Try:
 http://honk.physik.uni-konstanz.de/linux-mips/kernels/
This is still 2.4.17 but includes the necessary patches. I'll upload
2.4.18 to that location when I have better net connectivity again.
